Breaking Down the Elements of Rosario, Batangas' Vision: A Closer Look

This article is part two of a two-part series that examines how the Municipality of Rosario in Batangas, Philippines, envisions its future. A COMPREHENSIVE DEVELOPMENT PLAN (CDP) is a document that outlines the long-term goals and strategies of a local government unit (LGU) to improve its quality of life and service delivery. It serves as a blueprint for LGU’s development interventions and resource allocation.

A CDP is not just a wish list of projects and programs. It is a result-oriented plan that reflects the LGU’s vision, mission, values, and priorities. It also aligns with national and regional development plans and policies.

But how do you know if your CDP is effective? How do you measure its progress and impact? How do you ensure that it responds to the needs and aspirations of your constituents?

This is where vision element “success indicators” come in.

Vision element “success indicators” are measurable means of determining whether a vision element has been achieved or not. A vision element is a desired outcome that reflects what an LGU wants to be or achieve in terms of its development goals.

Vision element “success indicators” are also known as key result areas (KRAs), key performance indicators (KPIs), or metrics. They help LGUs monitor and evaluate their CDP implementation and identify areas for improvement.
