Optimal income security and economic security: the keys to resilience:

THE MUNICIPALITY OF ROSARIO BATANGAS has a vision statement with both "outward-looking" and "inward-looking" components, ten vision elements, and 25 success indicators. However, the Comprehensive Land Use Plan (CLUP) 2016-2-2030, Comprehensive Development Plan (CDP) 2016-2025, and Executive-Legislative Agenda (ELA) of 2020-2022 and 2022-2025 iterations do not provide clear descriptions of these elements. Therefore, we will present our interpretation of these vision elements in a series of posts, using the 17 Sustainable Development Goals (SDGs) 2030, Philippine Development Plan (PDP) 2023-2028, and CALABARZON Regional Development Plan (RDP): 2017-2022 Midterm Update as a guide. Our goal is to show how achieving these vision elements can improve the lives of the people of Rosario and lead to prosperity. This post marks the beginning of a 25-part series.

OPTIMAL INCOME SECURITY AND ECONOMIC SECURITY are two critical components of sustainable development. Achieving these goals helps to reduce poverty, inequality, and promote overall well-being in society. They aim to ensure that people have adequate and stable income and access to basic needs and opportunities for development.


Success Indicator 01 Income Security and Economic Security

The Sustainable Development Goals (SDGs) is a global framework adopted by the United Nations that outlines 17 goals to be achieved by 2030. SDG 1 aims to eradicate poverty, while SDG 8 focuses on promoting sustained, inclusive, and sustainable economic growth, full and productive employment, and decent work for all.

In the Philippine Development Plan (PDP): 2023-2028, the government outlines its strategies and programs to achieve its development goals, including reducing poverty and promoting economic growth. The CALABARZON Regional Development Plan (RDP): 2017-2022 Midterm Update is a more localized plan that identifies development priorities for the CALABARZON region in the Philippines with a declared vision of a "globally competitive industrial region where its people enjoy a matatag, maginhawa, at panatag na buhay."

To achieve optimal income security, there needs to be a balance between income generation and income protection. Individuals and families should have access to decent work and fair wages, as well as social protection programs such as unemployment benefits, health insurance, and pension plans. This requires the government to invest in education, training, and infrastructure to promote economic growth and create employment opportunities.

On the other hand, economic security refers to the ability of individuals and communities to withstand economic shocks and uncertainties. This includes having access to financial services, such as savings accounts and insurance, as well as social safety nets, such as cash transfers during times of crisis. Building economic security requires a focus on resilience and sustainability, which means promoting diversity in economic activities and investing in disaster risk reduction and climate adaptation measures.

To promote optimal income security and economic security, it is essential to prioritize investments in education, health, infrastructure, and social protection programs. Governments can also create an enabling environment for private sector investment and promote inclusive economic growth. In addition, it is crucial to promote environmental sustainability and climate resilience in all development activities to ensure that gains in income security and economic security are not undermined by environmental degradation.

WE BELIEVE, overall, achieving optimal income security and economic security requires a comprehensive and integrated approach that considers social, economic, and environmental factors. By prioritizing investments in these areas, we can work towards achieving the SDGs, as well as the Philippine Development Plan and the CALABARZON Regional Development Plan and build a more sustainable and prosperous future for all.
